The topsoil and clay is used as a material for elevation improvement, stabilizing unsuitable soils for building and levee zone construction. Topsoil is unprocessed with organic matter included and is used for landscaping etc. They sell it in Louisiana where the rock is very expensive and they can use clay in place of the rock to stabilize the soil in place of rock to off set the cost of the project.
