When I click on a logo and then comment are the comments available to all designers or just the logo I selected?

The comments can be viewed by everyone. But only the designer to whom you commented receives notification of your comment.

I can see a scenario where I need to rearrange the words and image so it fits on all my products. Will I be able to do this with the EPS file provided?

Possibly. Although how much re-arranging do you yourself want to take on? Generally a professional designer can do what you need faster than you can. And offer you options - and eliminate problems - you hadn't even considered!
