The swoosh represents the tracl/walkway and it goes upward to emphasize mobility, growth and development.

Good revisions, the walker is a great addition. I'd like to see a variation with a different font, less italic perhaps and more substancial. Love the "swoosh" though.

We recommend never adding a tag line to a logo. Tag lines, over time, change like the weather in New England. Tag lines are a useful part of your brand, but it should be kept separate from the logo.

Imagine... the logo is on a Tshirt pocket, the tag line could go on the back. Or, the logo is on the left of a business card, the tagline runs along the bottom.

Besides changing tag lines diminishing the consistency of your logo, it's also extremely difficult to read. For example, take a look at the logos above... the logos are BIG and you still cannot read the tag line. :-)

One question: Is this a logo that must show a trail, a biker, a walker and a city, because it is a trail into the city for bikers and walkers? You don't want any kind of imaginative or higher concept? Just... biker, walker, trail, city?

I know what you mean, however, the client wants the tagline added.

Regarding the logo, if you mean this contest is limited to the images you mentioned above then, its NO.
meaning there is no restriction as long as the graphic conveys the message. However, from what I observe from the shortlisted entries, it is aparent that the client requires at least the images to include a trail, and city at least.

I would try to squeeze in another concept. Let's see. :)

I hoped to communicate the 3 messages in the brief via the play of images in the logo namely
1. the leaf which also forms the trail for a more environmentally friendly way to move from places to places, As you would notice the veins of the leaf gives the imagery of the "wave/water" being the trails are in riversides.
2. building: the community and economic growth.
