I prefer #2. I like the circle with the arrow. It communicates comprehensive. I also think the whole message and picture are well balanced. This is very clean and has an established appeal to it. Could you make the colors a little more rich? The orange a bit to the burnt side and the blue a little more to the navy side? I also like the fade in the word sovereign. Can we experiment with a few other clean fonts and some modificiations on the people? Thanks!
