This concept is interesting, but not very unique. It has been used many times... often in campaign commercials during elections. #37

in my opinion, the logo must represent "california", it can be represented by flag, or any icon that can make people know this logo is related to "california" tha's why i choose to use california state capitol as the main icon in this logo. and i think with this logo people will easy to remenbered. i just add one variation off the logo, that the top of the building less opened.

first of all, "open" concept represented by opened top of roof, like opening a dish is my idea, i post it by #35 (but it still to stiff.). i saw someone used this concept (and he got a rank) :'( . i just combining my concept with another concept that make you interest, the meaning of bird hold an envelope is an open access to government information (represented by a free flying bird from the building holding an envelope).

#71 and #71... icon is clever, but I am not a fan of the font used for the logo text. It doesn't convey "openness" .
The birds coming out of the capitol dome is very interesting. You have taken an old concept and made it much more current.

yeah you right, the font is seem too conservative. I just post 4 new variations using a different font please check entry #76, #77, #78, #79, i am waiting for your next feedback..

i am trying a new idea to represent "openness", I am using the image of an open eye, watching the capitol building (government process). it can means like "government supervisory institute". :)
