If I click "end contest early," can I still get some tweaks from the winner? If so, for how long?

You can ask for tweaks from the designer, within reason of course. Most designers will agree to tweak a logo after a winner has been announced, that would be something you would have to ask the designer. More often than not they will agree to it as long as its not an unreasonable amount of work :)
