There are several variables that leads to this kind of decissions from the contest holder: 1 Working with the number one ranked designer in private 2 The contest holder is not the client 3 The contest holder is not open minded 4 The client/competition holder has never seen a logo and he is reluctant to any innovative / new idea; reasons: none 5 Is not interested in something creative or understands creativeness from a subjective point.
I tend to not bother this situations too and work on the submissions...but sometimes it becomes frustrating, i know. Ignorance and misscommunication + missing the opportunity to work with several designers and not just one will only lead into a poor decission. No offence to the designers!

I'd like to believe the CH has seen logos he's more than happy with and doesn't want to stifle the creative flow, and these business types are usually very busy. And people know you can tweak the winning design after the contest if needed.
I think clients shouldn't rank any other designs but the winner. The winning logo might be exactly what they need but most clients aren't really capable of distinguish what a good logo design looks like.
