The theme of the site is around the 4 elements (Earth, Wind, Water and Fire), but apply instead to different parts of government and society (Environment, Education, Politics and Religion).

Refer to the original logo for a better sense of how these elements are represented visually, which should be a very familiar motif in design (Green, Red, Blue, Yellow/Orange). Microsoft, Life cereal, and Google are just a few common examples of this color scheme.
