First, I wanted something strong, and also gender-neutral, something that didn't too closely equate "deadbeat" with "dad". I thought the hand-written looking "most wanted" over a more clean and heavy "deadbeat" gave a good measure of contrast, along with the color variant, while also giving a sense of seriousness and professionalism.
