I think there is no need to show all the 20 people in office. It is symbolic. I have shown this in my design idea.

#18 is interesting. I agree that there is no need to show all 20 people, it conveys the message. Also, it is usable in countries where he ratio is not 1:20.

The tie on the people icon is cute, but it immediately says "Dilbert" to me. I am not sure if it would look better with or without some adornment on the icon.

#34 - Thank you for showing this one after I said the ties made them look like Dilbert. But I have to say you were right with the first ones, the icons are nicer with ties than without. It gives them a little unique character and meaning.
