I would not recommend limiting yourself to a favicon size. rather design something based on the theme of the winning logo as a favicon, ask whoever you choose as winner to give you one, I am sure they wont mind.

What he is meaning is that the logo should have an aspect that can be shrunk down to favicon size so it is in uniform with the logo itself.

For example a symbol or something that can be shrunk to 16x16

Most internet logo creators think of these things in creating a logo because they understand that a website goes with it.

Seem as though I may have caused a stir... with the (16x16) FAVICON.

So thank you for the proper terminology :)

The basis of the logo as some of you understood can be a Favicon.

Suggestion :
The depiction, Graphicly as an "S" = $ = River
and the silloutte of a fisherman casting into it!

All design work here is vector...which can be resized from 4px x 4px (even smaller) to 20ft x 20ft and larger without loss of quality

^^ thats right. with any vector file that you recieve from the winner it will be able to be stretched or shrunk down as big or as small as you would (almost*) ever need....

Yes, vector can be shrunk, but that doesn't mean it will look good or be recognizable. A favicon must be a fairly simple shape.
