For a designer to submit entries during judging mode he must be ranked 1st, because only the 1st ranked designer can submit entries.

I'm sorry. I just saw your comment regarding my design. I'd be happy to make any changes, but unfortunately cannot do that after the contest ends. Only the number 1 ranked designer can do that.
