For font on the largest letters, consider mimicking the font of the "ATM" (the Texas A&M University logo). You can see it at the top of http://www.tamu.edu/

We like the speech bubble because it shows oral proficiency, which is what our program is about.

After more consideration, we would like the phrases "English Language Proficiency" and "Communicate in the classroom" to appear in the logo, but we don't want the word "CTE" to appear in the logo.

Also, you do not need to mimic the Texas A&M University logo. You can be creative and diverge from that with font and color choice.

Overall we prefer the designs with larger font so that it is readable from a distance.
