I am creating a logo for a client and they chose your entry #29 but with an element from another designer (the one I have been working with). Question- would you allow him to create something similar?

Absolutely. Can you add something similar to entry #25 from nk-charcoal? My client would like to add that emblem (not the text and green arrows) behind the 4 on your logo. Does that make sense?
