Colors that are ocean or sea related likes blues and greens.

The starfish represents children who come from foster care. There is a story about an old man who came across a young boy who was throwing starfish back into the water. The old man asked the boy what he was doing and he responded that he wanted the starfish to live and be safe. And the old man replied, “there are thousands of starfish along the shore. You can’t possible make a difference.” The young boy picked up another starfish and threw it into the ocean and replied, “well it made a difference to that one.”

I’d like the logo to reflect the spirit of that story.
