Better, with the top bird smaller.

I think it has too much going on.

how about this design, I just try follow your brief and want to represent the marketplace symbol using weather vane idea.

so the size of bird in the first time is too large? actually the biggest bird is part of the weather vane itself, not the real bird, and the real bird in small size than weather vane bird. but maybe it make confuse, so need to make all the bird in same size?
