In the office, we are torn on your balloon. Some of us really like it because it possesses a simple, childlike "Christopher Robin" feel while others think it is too simple and doesn't really reflect "graffiti". However, I think your dimensions are correct, except that the title and slogan should maybe be a little bit larger.
We would like "get committed." to be slightly on an angle and could have a more stamped on feel. The font isn't that bad.
The font for ASYLUM doesn't need to be so distressed. I like that it feels stenciled on, but we aren't liking the actual stencil in the S or L.

I've revised my entry based on your direction, hopefully moving closer to what you envisage. There are just one or two elements that are different in each submission.
I'm going to bin the entries that I am going to reference, just so it's easier for me to keep it organized. It's not a reflection on anything!
Please remember that there always needs to be a period after "get committed".
In terms of the ASYLUM font, I most respond to #67. I don't like all of the debris around the word in the four after it. Although I like the stencil font in #41, it is a little too close to the musical RENT. Great choice, just has already sort of been used.
Can you add a little bit of space between the bottom edge of the string and the top of the word ASYLUM? The string can also be longer, by half probably. I like most everything from #67 and will rank that so we know it's what we are moving forward from.
#71 I have cleaned up some of the debris around the word ASYLUM. Lengthened and moved the string away from the top of the word ASYLUM. Added the period after "get committed".
#73 The same as #71 but kept the original text from #67
