you have unlimited color possibilities with this kind of design, you can use a light or dark background depending on the needs.

blu is a great color for the kind of activity your organization does, blu is the color of stability and tradition, is a color that people trust, you can literally use any kind of blue, but blue must not be too deep or dark otherwise it's a little bit sad like the blues music, blue must not be very deep and dark and you can use any kind of blue

what i recommend is using no more than 3 tones including background so for example

one color ACTS
onc color (same color) 2 and collective
one color for the background
