Is imitating the font at the final stage a clear violation? because in the blind phase the designer doesn't use that font .

Questions to think about to help you reason this out in the future.
1) Did the client ask the designer to use the font you are asking about?
2) If yes, was that font used by somone else before?
If the designer originated that font without specific input from the client, then you are copying.
If the font style is obvious according to the brief, specifcially the visual brief, then it is always obvious and the complaining designer's complaint is irrelevant.

during the blind phase the designer did not use the font, then at the final the designer changed the exact same font to me because at that time I was ranked 1. I know it's a common font, so I'm asking here. please check https://logotournament.com/contests/301946/by/twonzone

The brief in this contest has a few design methods / concepts in the one visual image that gives you a clear idea of what the client is open to seeing.
BOW logo
1) serif font (Trajan is the one used in this contest winner - do I need to say how common that font is?)
2) ALL CAPS main text
3) iconic element fused with text
This is all in one visual logo from the brief. Does it not make sense that these concepts all together (or even one of them) in your logo is an obvious idea? Therefore it is obvious throughout the contest?
Maybe you have some trouble you clearly undertanding the FAQs?
