In creating a contest, i noticed they wanted PayPal info--does the payment get taken out of your account before the contest begins or when it ends?

It gets out of your paypal account before it begins, here contests are pre-paid and starts with the money being paid to LT to start your contest and to go live and all active.

Anyway, be sure that you will get a logo worth your money and much more out from here at LT.
