Some designs that I rated among the top and gave feedback on have been withdrawn. Is this the designers choice or do their designs conflict with others and are asked to be removed?

You would have to ask the designer. None have been removed forcably though.

not sure about others, but if i am ranked first and then suddenly find myself at 2nd or 3rd or wht ever place then it kinda means CH is not interested :), but thats me

I can only speak from my experience, I'll occasionally withdraw if ranked 4th or lower, and I'm reasonably sure my design wont be picked.
We're all taking time and effort, and there are times when you have made enough effort, realize it is futile to go on, and move onto the next contest.
