No problem regarding the bubbles.
They can be easily used as a separated elements and spread around the swimming cap.
Regarding the blue color, yes it blend well with your existing logo, and your logo can also have white outline, in order to be well visible.

Do you have any suggestions as to how to make this design work with my existing logo being on the other side of the swim cap? Do you think this background colour will be ok with my current logo? Is it possible to have bubbles continue around the whole blue area?
If I select this as is right now, is it possible for the person I print my swim caps with, to make more of the bubble design continue on the other side of my cap?

Yes, this kind of background could be easily printed all around the cap as colors are basic, and it is easily stretchable if needed.

So if this design was to be placed on a swim cap, would the background colour be able to be printed all the way around the cap? Is it possible to add some bubbles around the sides on the outside of the circle or the logo? I was thinking I could have my original water safety logo on one side of the cap, plus this one on the other side, with a trail of bubbles attaching it? Does that make sense?
