The idea is to incorporate hands, which represent sign language, with a book or volume of information to build the voice or vocabulary and literacy of deaf/hearing impaired/autistic people.

I like this, but the colors need to be in a different order. Make the "V" orange, then light blue, blue, gray. The gray may need to be another shade of blue.
I like the "V" in that it implies the sign for the letter "V" and also radiates a wave as if making noise. I would like to see if you could incorporate the feel of a book at the base of the "V". Try different colors as well.
