Tompkins County Deputy Sheriff's AssociationLogo Design Contest

I like how this all ties together and flows however the cowboy hat is a little too southern as we are upstate NY and do not wear this type. Is it Possible to keep the bottom part but somehow make the top the shape of NYS with the star badge marking where Tompkins County is located in NY?

thanks a lot for the ranking, am very proud that your like my entry. However, I have already modified the logo as request but unfortunatly I can't submit, due we are in a top 5 mode, it's only the first 5 design who can submit new entries.
