To me, a simple pie chart represents budgeting best. The pencil of course represents authoring, but also gives a more personal (and less corporate) aspect to the chart. Perhaps an option of this could be to show the pie chart in pencil strokes, kind of unfinished or a work in progress. I look forward to your thoughts.
