You are right... The shutterstock.com license does not allow for use in logos.

I'm not sure it's you have copyright the image, since I found at Shutterstock https://www.shutterstock.com/image-vector/map-louisiana-concept-135005711
I'm as designer didn't allowed to do that or we can get banned from this site.

This is a good start, but it's a little busy... Perhaps the company name stacked to the right, and the slogan under the image? Also, are you able to incorporate the vector images that I uploaded to the contest?
