there's no problem with reducing the size of the icon but only the top 5 ranked designers are able to submit entries at this stage of the contest.

Hi. Perhaps I don't understand how this phase of the contest works. It says the top five *designers* can submit revisions, not the designers of the top five *designs*. Aren't you one of the top five designers?

Actually it should says: " designer of top five ranked designs..." My design is 13th in this contest. :-)

Thanks for the clarification. I actually sent a message to logotournament.com asking them about this very issue and have not received a response yet. The way they describe the process is very misleading. I intended for you to be one of the top five designers. My apologies.
