The symbol consists of stylized rotating documents which form a star in the negative space between them. Being the most important element in both flags - the star has a red and a blue background at the same time.
This is a serious,clean,relevant and therefore easy to remember design which does not lose any detail when translated into black and white to be used for fax documents and other print media.
