An idea: Could you take the circular design around the "O" and make it an outline of the state? Keep it around the "O" and "R". Try it with and without a star. Our practice is in Myrtle Beach, the northern coast of SC, so the star could be in the perfect spot. And, make the "C" same size as the "S". PR
