We are in Philadelphia. We could show the hand strangling William Penn but that might not go over that well here. lol Entry 23 shows creativity with the hammer inserted for the "T" but is, I think, too general/open-ended. Entry 24 is perhaps too general. what if you closed the circle and downsized the hand a bit?
will work on it a bit... like your creative response ... there are lots of Philly symbols but not sure if they are appropriate for your County... #23 I was trying to make it more 'bootcamp' look with the 'stamp' feel... Maybe if we knew more about the types of projects/work you do? is it like building or construction or more community service in general? I like to work on projects for 'good cause' organizations.
Our current project is to clean up Fairmount Park - the biggest city park in the US. so that work is shovels, bow saws, picks, wood chippers, etc. But I wouldn't want a log to be self-limiting. In the future we may take on different physical labor contracts with different tools. That is probably why the hands work best, or something showing work/strength, i .e. a muscled arm.
In 39 and 40 I see what you are trying to do. PA is the "keystone" state. So it is a keystone and not an anvil that you are seeing in the imagery. In order to make that work you need to put that int he background and the hand/arm in the foreground.
