I meant fill the entire black space on each side with the flag

instead of the flames can you make the flag "fill" the black on the left and right wings and then put a police symbol in the top space? Not sure if that will work or if the lines will be covered by the name

This is in my top 2 general concepts. My only thoughts are the flames look a little cartoonish. Maybe there is something better we can do with that space?

looks great. only other thoughts are maybe replace the star at the bottom with a police badge and some sort of military symbol

Inside the logo instead of the fire and stars can you try a Thin Red/Blue/Green flag symbolizing fire/police/military. Link below for reference:
