What if the state were slightly larger and the M slighly smaller so that just the very tip of the m hit the edges of the state outline. then make the bottom blue and the top black (or maybe see it both ways... and I think the UP needs to be a bit larger. Something more contemporary (non-serif). Also thinking the space below the might look good in blue.
