Your idea is not bad indeed. Maybe working on colours and borders you could link the "I" to the "M" (just like the first "1" of eleven)

Here is another version - I've tried to integrate the "I" into the design a bit more by sectioning off part of the "M" and making the Italian flag much more pronounced. I also elongated the second "1" and gave it the colors of the Spanish flag.
