This is an interesting concept. I wouldn't mind seeing how it would look with an extra colour eg green. I like the transition/interplay for the different blues, but aren't really keen on all upper casing.
23 seems to be a green version of 14 so doesn't show a lot of extra development.
The concept used in designs 24, 27 and 28 are similar. That said the font and style of 24 I think pulls it off best. The typeface used for "Government" is a little more conservative (which by nature government tends to normally be), which then gives a good juxtapositioning with the type face used for "BUSINESS". 27 almost gets there but I feel 24 works much better.
I really like what you've done with the upwards arrow and its positioning in the number "2" for design 26. I'd be really interested to see what you could do with this element from 26 combined with the typeface/positioning/colours used in 24.
Design 25 is still pretty good, but now after seeing your other designs, I feel perhaps they work better.

Just double checking - is the font used a free typeface? Ideally I'm looking for a font that is part of the Google Fonts suite, so I can use it again for headings etc in the web page.

Hmmm... Arlington doesn't seem to be one of the free Google fonts (https://www.google.com/fonts) - having one of their fonts makes it easier for headings on a web page to be displayed in that font as text, instead of being an image.
