Sure you can get both with tagline and without it. Some contest holder will request several variation like different color/background, separate logo and text (logo only), etc.

Hi, I am very close to picking a winner, and it will most likely be one of your designs. I am not sure how this works but would I be able to get a version with and without the tag line at the bottom? I think the tag line works well online but wont with shirts or hats.

Can you give me a version where Enable is Bold and Blue and UAV is thin and Grey. Also one without the tag line.
