I don't like the shield shape
The scale is not so pertinent for us because we will do more tax and corporate than legal

I think that the #3 could be an interesting direction, but could you try to use the down part of the maltese cross (no the real one... you would have to reshape one) to be the down part of the lock ?

#12 is nice but the black lock eats the logo (maybe find a way to put less black, to empty the inside or to put a more grey color)
The problem with taking the exact maltese cross is that the lock has a strange lower part... maybe it would make sens to reshape a bit the 4 extremity of the cross

I like the #20 and #21 ;-)
Could you please try to reduce just a very little bit the size of the center (the black circle)...
