In my comments, I mentioned that I'd been trying to figure this out on my own (for weeks), and that you outdid my efforts in a matter of hours!
Ironically, your updates (particularly #28) are almost exactly what I had come up with.
While it does show the overlap, similar to the graphic from the NAPEO website, #1 & #2 'humanize' the concept, which is an important element. I'm hoping you have a great idea to also conveying the synergy that only results when all three combine to in the form of the coemployment relationship.

Dear David, I've come up with my updates (#80, #81 and #82) with main revision on converge the heads of the people and also fixed totally shape as a circle. So it will look little simple and eye catch. Hopefully you like. Thanks
120 is closer to what we're looking for, but 119 still looks too much like a face.
Can you get a lot closer to the lines of xray's design, and play with some different color combinations?
Perhaps some of the following colors in combinations of 3 or 4 colors: Dark Blue Dark Orange Maroon / Crimson / Red Gold (a slightly darker version) Black Pewter
Rafa, I'm down to 6 days left, and am a bit nervous about the design. I'd like to ask you to mirror what xray had, as closely as possible in terms of design, but to play with the color combinations using 3 or 4 colors at a time.
