to me (layperson in things hawk and eagle) the beak makes the difference, for an eagle it is more rectangular, like your first proposal, for a hawk it is more rounded, like the second :), About your second proposal, I do not want to separate blue and hawke from each other, they need to be written together.

I don't think you look here for plumage details so just I decided to try different approach. If you like the concept overall - I can farther modify/develop it in terms of detail, speed, agility, more or less aggressive looks etc.
