to me (layperson in things hawk and eagle) the beak makes the difference, for an eagle it is more rectangular, like your first proposal, for a hawk it is more rounded, like the second :), About your second proposal, I do not want to separate blue and hawke from each other, they need to be written together.

Hi, I made again some research but the conclusion is that hawk and eagle differ mostly by size. They belong to the same family but eagles are usually bigger and stronger:

I don't think you look here for plumage details so just I decided to try different approach. If you like the concept overall - I can farther modify/develop it in terms of detail, speed, agility, more or less aggressive looks etc.

Of course I will look for better resemblance of hawk. Though I think you still aim at some abstraction level - not literally a hawk. Please correct me if I'm wrong.
