Are you asking if the files will be editable? - generally speaking you will not be able to change or add things yourself without software like photoshop or illustrator - and that is true for every design ... but it's not a big job for a graphic designer to add text at your request, and whoever you select as the winner may even do that for you without additional charge, but thats something you'd need to agree on with the designer.
