Question 1: does the winner allow alteration to the logo? Meaning, could I add position/office I’m running for at a later date?

yes, its your logo you can alter the aspect you consider needed. the designer you choose as winner may help you with it

Question2: Is it possible to put the following lines under the "For Colorado", that is the specific position I am running for.

yes we can, but, in the "Selection Phase" where we are, only first ranked (1st) can do reviews. With no compromise, you can rotate them to get the chance to do the review and then putting back the actual rank if needed.
